Welcome to the Consortium of Ohio County Law Libraries!

Established on January 1, 2011 by ORC § 3375.481, the consortium is governed by a board of five trustees.  The consortium has five specific charges:

  • Negotiate contracts that each county law library resources board may use for purchasing or obtaining access to legal research and reference materials available in any medium,
  • Catalog existing resources held by county law library resources boards and facilitate the sharing of those resources by the county law library resources boards,
  • Develop and recommend guidelines for the collection of or access to legal resources that ought to be provided by a county law library resources board,
  • Provide consultation and assistance to county law library resources boards, and Issue an annual report of its activities to each county law library resources board,
  • Issue an annual report of its activities to each county law library resources board.
Consortium Initiatives
Advisory Council - Call for Members - Monday, May 01, 2017

Anyone interested in serving on the Statewide Consortium of County Law Libraries Advisory Council is asked to apply.  Please send Judith Maxwell a letter of interest. Your letter should include a brief description of your Law Library background, and your areas of interest in the work of the COCLL. You may email the letter to Judith.Maxwell@sc.ohio.gov, fax it to 740-833-2545, or mail it to the Delaware Co. Law Library, 20 W. Central Ave., Delaware, Ohio 43015. Letters must be postmarked or electronically dated on or before May 26, 2017 and should be received on or before May 30, 2017. Please contact me if you have any questions.

RFP for Executive Director and Assistant - Monday, May 01, 2017

Proposals are now being accepted for the positions of Executive Director and Assistant Director (webmaster) for the Statewide Consortium of County Law Libraries.  Terms for both will begin on July 1, 2017 and end on June 30, 3019.  If your library is interested in applying for the grant for either position, please review the attached RFP and following instructions for applying.  Submissions are due by May 30, 2017.  Submit proposals to Judith Maxwell at

2017 Optional Grants - Thursday, February 16, 2017

The consortium board approved the 2017 optional grant proposals today.  Due to the lateness of the getting this out, the deadline for submission has been extended to March 31, 2017.  The board will meet to approve grant requests during the SIG/Consortium meeting in Ashtabula in April.  Also, the deadline for purchasing and reporting back to the consortium has been extended until May 31, 2018 in order to give recipients time to complete their grant initiatives.

Matthew Bender Handbook Order Form - Wednesday, November 02, 2016

The Consortium Board again voted to purchase a selection of Matthew Bender Handbooks.  If agencies in your county are interested in taking advantage of the discount please return the attached order form to Judith Maxwell by November 28, 2016.

One Day Fiscal Training in Delaware County June 23, 2016 - Monday, June 06, 2016

There will be a speaker from the State Auditor's Office, from 10 a.m. to noon,discussing any changes from the 2009 bulletin and statutory fine flow chart. They will  also talk about what we would like the State Auditor to ask when they come to our counties for the biennial audit. For instance, I would like them to ask, "Does the County have a designated LLRB fund, as per ORC 307.515?" and "Did the County LLRB forward 2% of the fines and penalties collected in the prior year to the COCLL?" 


A County Auditor will be available from 1:15 until 2:15 to discuss tracking funds and GAAP (generally accepted accounting principles). From 2:15 to 3 p.m. there will be an open forum to discuss questions, issues, and etc. that are coming up in our counties.

The day's program will take place at the Frank B. Willis County Building, 2079 US Rte 23, Delaware, OH 43015 (NOT the school building on William Street). 

There will be a break at noon for lunch on your own (Wendy's and McD's in the parking lot, other options just south on Rte.23).


One Day Joint ORALL County SIG/COCLL Meeting - Monday, April 25, 2016

A one day joint ORALL SIG/COCLL meeting was held on Friday, April 22, 2016 in Columbus.  In addition to a COCLL and SIG meeting, an afternoon session of Cool Tools was presented.  Attached is the complete handout given at the meeting.

Free Casemaker for Law Libraries - Wednesday, May 27, 2015

Lexis EBooks - Monday, June 30, 2014

At the consortium board meeting on May 13, 2014 the board approved an agreement with Lexis for their Digital Library. The board has agreed to fund the cost of the Overdrive Platform and each library will be responsible for any eBooks they purchase.  While this offer is ongoing for the year, deadlines have been set in order to process requests. If you are interested in taking advantage of this proposal, please let Judith Maxwell know by July 8, 2014.  She will forward your information to Lexis and they will contact you regarding the titles you are interested in buying.  If you miss this deadline, there will be others throughout the year.  If you are interested and would like a demonstration, more information, or eBook pricing you can contact Jennifer McKenna directly at 937-247-8195 or jennifer.l.mckenna@lexisnexis.com

Defending Veterans - Thursday, May 29, 2014

At the consortium board meeting on May 13, 2014 the board voted to purchase one copy of the book Defending Veterans for each law library in the state.  These books are published by the Ohio Legal Assistance Foundation.  These books are scheduled to be shipped to the libraries the first week of June. If you have not received your book by the end of June please contact Judith Maxwell.

Rules Governing Court of Ohio Supplement - Thursday, May 29, 2014

The consortium board agreed to purchase a supplement to Rules Governing Courts of Ohio that was not included in the original handbook order form from Matthew Bender last October.  If you have other county agencies that previously ordered this title and would like to receive the supplement at the discounted rate please contact Judith Maxwell.  This offer is not for new purchases, only previously placed orders.

Wolters Kluwer Proposal - Friday, April 18, 2014

The consortium board accepted a proposal from Wolters Kluwer for online content. This is an optional proposal available to any county law library. The consortium will not be providing any funds for this proposal. There are several options libraries can take advantage of.  Any library interested should contact Wolters Kluwer directly. Anyone interested in the proposal should contact Judith Maxwell or Angela Baldree.

County Law Library Employee Status - Tuesday, October 22, 2013

It has come to the attention of the board that some county commissioners and/or county prosecutors are claiming that law library employees are not county employees.  If this is happening in your county please contact Judith Maxwell and give her to specific information. In the meantime you can forward this information onto those doubting your status: County law librarians are county employees.  R.C. 307.51(C) provides "The board shall employ a county law librarian who shall be the chief administrator of the county law library resources board and may employ additional staff to perform any functions as determined by the board. The board shall fix the compensation of the county law librarian and any additional employees. All employees of the county law library resources board shall be in the unclassified civil service of the county."
